“The site is not suitable for a garage because it is within the catchment of a dam and the highest flooding level of the dam. We used a precautionary principle on the issue,” said Mr Kangata.

“In case there are accidental spillages and oil leakages, they will be swept into the dam and affect the ecosystem and the water. The slopes and developments on a daily basis will affect the quality of the water to people and wildlife downstream.”

Mr Kangata said if the garage was allowed to operate it would also pollute water downstream and fresh water supplied to people in Mazowe.

Mashonaland Central provincial administrator Mr Josphat Jaji said they had reached consensus that they had agreed with the contractor to stop development.
