THE Comptroller and Auditor General’s Office and Parliament are set to benefit from a $4,8 million three-year rolling grant supported by the United Nations Development Programme and the European Union. The Multi Donor Support 2014-2016 programme was signed by the Speaker of the National Assembly Mr Jacob Mudenda, Permanent Secretary in the Ministry of Finance and Economic Development Mr Willard Manungo and the United Nations Resident Coordinator and UNDP Resident Representative Mr Bishow Parajuli this week.

This is a successor programme to the two year Multi-Donor Rolling project that ended recently.
Mr Manungo said that the three-year programme will “strengthen the Office of the Comptroller and Auditor-General overcome its capacity challenges, so as to execute its mandate of carrying out timely quality audits and making recommendations that help in the proper utilisation and safeguarding of state resources in an efficient and effective manner”.

The Auditor-General’s office audits the accounts, financial systems and financial management of all departments, institutions and agencies of government, all provincial and metropolitan councils and all local authorities.

At the request of the Government, the office also carries out special audits of the accounts of any statutory body or Government-controlled entity and can order the taking of measures to rectify any defects in the management and safeguarding of public funds and public property.

The programme is supported by the UNDP and the EU and will also focus on strengthening parliamentary oversight on the executive, legislative and representation roles that promote public participation, accountability and gender equity.

Acknowledging the support, Speaker of Parliament Mr Mudenda said the new plan will promote people’s participation in legislative formulation and decision-making.

“This programme will strengthen Parliament’s core functions through capacitating leadership, staff and enhancing gender main-streaming as well as supporting Parliament to promote wealth creation for the country,” said Mr Mudenda.

In addition to promoting the oversight function of Parliament, the programme is expected to facilitate mechanisms for enacting new laws and aligning them with the Constitution. The three-year grant is based on priorities identified in the draft Parliament of Zimbabwe Institutional Strategic Plan 2014-2018. The UN Resident Co-ordinator and UNDP Resident Representative Mr Parajuli said that the programme will go a long way in enhancing the Parliament’s role in Zimbabwe’s democracy.
