Harare City Council has given Zimbabwe Power Company (ZPC) the green light to use 17 percent of Lake Chivero’s water for electricity generation at Harare Power Station. Harare owns 83 percent of the water in Lake Chivero, while 17 percent is owned by the Ministry of Environment, Water and Climate.

Acting director of Harare Water Engineer Mabhena Moyo told the Environmental Management Committee that drawing of water by ZPC would not affect supplies to Morton Jaffray as their take off point would be independent of the take-off to Morton Jaffray.

Engineer Moyo said ZPC and the Zimbabwe National Water Authority (ZINWA) had already signed a Memorandum of Understanding last year on April 26, allowing the former to draw water based on the 17 percent ministerial allocation.
“ZPC intended to use the existing servitude in which the main water transmission mains from Morton Jaffray to the city were laid. ZPC’s water main would not affect Harare Water’s operations and no financial costs would be incurred by City Of Harare as all the costs would be borne by ZPC,” read part of the minutes.

“That council approves the application by the ZPC to lay a raw material pipeline from Lake Chivero to Harare Power Station, Coventry Road within the existing city of Harare pipeline servitude.”

The Environmental Management Committee had earlier on expressed concern over how ZPC was failing to honour in rental payments for council property which it is leasing.

The committee then ensured that the acting Town Clerk follows up on the matter to ensure the list was compiled and handed over to the legal division.

“The committee expressed concern that ZPC leased a lot of council properties and were not paying rentals for the stands.
“The Director of Works (Engineer Phillip Pfukwa) was requested to compile a list of all properties and forward it to the legal division to enable the later to take necessary action.”
