President Mugabe has promoted Air Force of Zimbabwe Wing Commander Joseph Munyemweri to the rank of group captain with effect from February 26 this year.

He was promoted in line with Section 15 (1) B of the Defence Act, Chapter 11:02 which states that the President may promote or temporarily appoint officers to higher rank following the recommendations from the Minister of Defence.

“It is recommended that His Excellency, the President of the Republic of Zimbabwe and Commander in Chief of the Zimbabwe Defence Forces may be pleased in terms of Section 15(1)(b) of the Defence Act (Chapter 11:02) to promote the above officer to a substantive rank of a Group Captain with effect from date of approval,” it reads.

Speaking after the conferment of the rank at the AFZ Headquarters in Harare yesterday, AFZ Commander Air Marshal Perence Shiri said promotions in the Air Force were based on merit and not just hand-picking of individuals.

He said group captain Munyemweri had been a loyal officer in the Air force for decades and hence he should perform his duties responsibly by being frank and professional.

“Promotions in the Air Force are done through a well-defined system whereby an appropriate promotion board sits and recommends the promotion of an officer from among a lot of other officers who maybe almost equally important and of same seniority and l am happy that you were identified as the most suitable candidate.

“The promotion is quite a major achievement in that it comes with more responsibilities. Your span of control becomes broader as you will be having more subordinates under your control.

“You should provide guidance to your subordinates and act as the link between your superiors and subordinates.

“The intention is to bring out harmony throughout the organisation. If any link of a chain becomes weak, the whole chain becomes ineffective.”
