RUSHINGA Rural District Council has come up with five by-laws awaiting gazetting to help regulate operations of the local authority, as well as assist in penalising offenders. The five include the anti-litter, public health, traffic hawkers and street vendors and refuse removal by-laws.

Rushinga RDC chief executive officer Mr Paradzai Munyede said they had already submitted the by-laws to the relevant offices and were expecting them to be gazetted soon.

“We want to regularise our operations so that we can have more revenue coming into the coffers of the council.
“We have already paid for the gazetting of these by-laws. We want proper statutes to use to penalise all violators of by-laws.”
Mr Munyede said there was need to improve accessibility of public health facilities in Rushinga as most villagers were walking distances of about 15 kilometres to be served. “Our health delivery system is still poor in Rushinga,” he said.

“People are walking very long distances to access public health facilities.
“Some of them have no money for transport and end up enduring walking long distances to the nearest clinic. This usually worsens their health condition.

“Our health facilities are also catering for people from the neighbouring Mozambique and this is stretching the little available resources to the limit.
“We need more clinics in Rushinga.”

Besides few health facilities, Mr Munyede bemoaned lack of proper schools and housing accommodation for teachers, as some of them end up finding alternative accommodation from surrounding villages.
“Most schools have few classroom blocks and teachers’ accommodation is a nightmare.

“Some pupils are having classes under tree shades, thereby exposing them to the vagaries of the weather. The quality of learning is compromised in the process.”

Mr Munyede called on private players and churches to seriously consider investing in education in the area.
“I want to take this opportunity to hail the Roman Catholic Church for re-opening Marymount Mission three years ago,” he said.
