The Ministry of Finance and Economic Development has appointed Mr Daniel Muchemwa as the new accountant-general. He replaces Ms Judith Madzorera who passed away on March 3 last year. The accountant-general reports to the secretary for Finance and Economic Development with his main mandate being the compilation and management of the public accounts and the custody and safety of public resources.

“The office of the accountant general is critical as it carries the responsibility of ensuring adequate and effective controls in the public finance management in Central Government, local authorities and State enterprises,” said the ministry in the statement. “It is also responsible for spearheading the reform agenda of public enterprises as well as follow up and enforcement of matters raised by the Parliamentary Public Accounts Committee and observations raised by the auditor-general.”

Mr Muchemwa holds a Bachelor of Accountancy degree from the University of Zimbabwe and is past President of the Zimbabwe Institute of Public Finance and Accountancy. He has vast experience in both public and private sectors. He began his career in 1980 in the Comptroller and Auditor-General’s Office before being transferred to the Ministry of Defence in August 1985.

Mr Muchemwa was subsequently appointed to the post of deputy accountant-general in the Ministry of Finance in 1988 until he left the public service in 1991 to join the private sector as a public sector consultant with Coopers and Lybrand Zimbabwe. He held the same portfolio under Pricewaterhouse Coopers until this appointment in Government.
