ZVISHAVANE Town Council has resolved to terminate a road sealing and resealing contract it had awarded to Madz Contractors over poor performance. The road rehabilitation contract was awarded on May 26 last year. In essence, “the contractor was supposed to set base within 30 days and to complete the works within 60 days”. However, according to latest minutes from council, the contractor failed to meet this expectation.

Town secretary Mr Tinoda Mukutu confirmed that the local authority had severed its ties with Madz.

“We had given them the contract to deal with our roads, but they failed. As you can see, our roads are not good, they were supposed to have rehabilitated them, but they failed.

“There were calls that maybe we had to give them more time, but in our council meeting, we resolved to cancel the contract with immediate effect,” said Mr Mukutu to The Herald.

Minutes of the latest meeting allege that Madz had breached several clauses of the agreement.

“We are into the 14th month since the contract was awarded. The 2016 National Budget has been closed, but the works are not complete. According to Zinara (Zimbabwe National Roads Authority) and our Government, these roads should have been sealed and resealed.

“Finances were provided for the work, but the contractor let council down. Council at one stage visited Madz Contractor with their concern for poor and non-performance, but up to now nothing is happening.

“As management we are left with no option except to cancel the contract with Madz. Zinara also recommended that the contract be terminated,” reads the minutes.

The meeting also resolved that the contractors be stopped from removing their property from the council’s workshop until all outstanding issues are resolved.

And the council also resolved that it will now give the contract to the second-highest bidder so that they finish the works.
