Two Zimbabwe Prison and Correctional Services (ZPCS) officials allegedly received a plus-US$16 000 bribe from two companies they had unprocedurally awarded tenders to supply prisoners’ requirements. Mehluli Dube (39), who is a Principal Prison Officer, and Samson Samson (31), a Prison Officer Class 1, worked as procurement officers and allegedly   awarded tenders to Cesbrite Enterprises (Pvt) Ltd and Pursuit Investments (Pvt) Ltd.

They are both stationed at Matabeleland Region Headquarters.
Dube and Samson appeared before Harare magistrate Ms Tsatsawani Ndaba on Friday last week charged with bribery involving US$16 757.

They appeared on separate records and were remanded to February 7 on US$200 bail each.
Ms Rekai Maposa appeared on their behalf while Miss Sharon Mashavira represented the State.

It is alleged Dube received US$13 457 while Samson was given US$3 300.
Sometime in July last year, Dube unprocedurally awarded tenders to the two companies to supply prisoners’ requirements.

According to the State, on July 5 Mitchell Simoyi of Cesbrite Enterprises transferred US$6 100 into Dube’s account and a further US$5 257 on July 26 in return for facilitatiting the award of the tender.

It is alleged that Memory Masango of Pursuit Investments also transferred US$2 100 into Dube’s account on September 3. It is the State’s case that Samson, after awarding Pursuit Investments a tender in August, received US$3 300 which was transferred into his account by Memory Masango.

The alleged crimes were discovered by the ZPCS Internal Police who were investigating the unprocedural awarding of tenders.
