A technical committee of the Tripartite Negotiating Forum met in Harare yesterday to discuss various issues to do with the country’s labour reforms. The technical committee comprises representatives from Government ministries, workers’ unions and employer organisations.

Addressing journalists soon after the meeting, Deputy Chief Secretary to the President and Cabinet, Colonel Christian Katsande said the labour reform process has become a topical subject and it is one of the key areas that needs to be examined, and an agreement must be reached on easing the manner that business is carried out, he said.

“We want it to be done in a manner that whenever people talk about easing the way of doing business, they look at what the law says on hiring workers. When business and labour decide to part ways, how that is done should be spelt out. We want to look at the conventions which we have acceded to,” said Col Katsande.

He said it is pivotal that the technical committee of the Tripartite Negotiating Forum constitutes itself and should have the expertise to address the needed reviews.

“The exercise that we were carrying out was related to the revision of the Kadoma Declaration,” he said.

Col Katsande said the Kadoma Declaration was agreed on by the principals of the TNF.

“The Kadoma Declaration clearly outlines the founding principles of TNF and the coming together of social partners to ensure that we move forward together and agree on how certain things should be done,” said Col Katsande.

He said the country has seen many companies getting rid of workers as they took advantage to the Supreme Court ruling of giving workers three-months’ notice.

“This has raised a lot of concern obviously because they have indicated that they were working in the context of the law, but I think what was pronounced more were the challenges that companies were facing in attending to expectations of labour,” said Col Katsande.
