President Mugabe has promoted an Air Force of Zimbabwe senior officer to the rank of group captain.
Group Captain Sydney Katsande was promoted and appointed AFZ finance director, replacing Air Commodore Ellen Chiweshe, who was recently elevated to be the first female Air Commodore in the AFZ. His promotion and appointment are with effect from February 26. Grp Cpt Katsande was promoted in line with Section 15(1)(b) of the Defence Act Chapter 11:02, which states that the President may promote or temporarily appoint officers to higher rank following the recommendations from the Minister of Defence.
“It is recommended that His Excellency, the President of the Republic of Zimbabwe and Commander in Chief of the Zimbabwe Defence Forces may be pleased in terms of Section 15(1)(b) of the Defence Act (Chapter 11:02) to promote the above officer to a substantive rank of a Group Captain with effect from date of approval,” it reads.
Speaking after the conferment of the rank at the AFZ Headquarters in Harare yesterday, AFZ Commander Air Marshal Perrance Shiri said promotions in the Air Force were based on merit and not just hand-picking individuals.
