“Following reports of dishonesty involving council funds and property on your part, I hereby suspend you from being a councillor for Harare City Council, in terms of section 114 (1), (c) and (d) (ii) of the Urban Councils Act (chapter 29:15),” read part of the letter.

“During the period of suspension you shall not conduct any council business within or outside the council premises, and you shall not be eligible to receive any form of remuneration from council.”

In a report to council, Clr Stewart Mutizwa, who was then acting mayor, says he was approached by the chairman of the audit committee councillor Sydney Chirombe raising questions on why Clr Vengesai was supplying stationery to council.
Clr Vengesai was quoted in the media recently saying his company has been supplying council with stationery since 2010.

He said it was the duty of the responsible council authorities to determine suppliers of materials.
Meanwhile, Minister Chombo has appealed against the reinstatement of Harare councillors Sylas Machetu, Maxwell Katsande, Paul Gorekore and Johnson Zaranyika.

He fired the councillors after they evicted council tenants from their homes in high-density suburbs of Glen View, Glen Norah and Highfield but High Court Judge Justice Bharat Patel ordered their reinstatement.

In a notice of appeal, through his lawyers Hussein Ranchhod and Company, Minister Chombo said the ruling by the High Court should be set aside.
He argues that the High Court erred in ordering the reinstatement of the councillors and wants the Supreme Court to uphold their dismissal.
