Abdullah Ali Mahmud was not formally charged when he first appeared before Harare magistrate Mr Shane Kubonera.
His alleged partner in crime Iqbal Kibir Byuyaira is reportedly on the run and police are looking for him.
Mahmud (44) is facing allegations of assisting people to enter Zimbabwe without valid permits.
Mr Kubonera remanded Mahmud to July 15 on US$150 bail.
Prosecutor Vernancia Mtake alleges that Mahmud paid US$5 880 to Executive Airline to facilitate the 11 foreign immigrants to enter Zimbabwe from Malawi.
It is alleged that Mahmud communicated with Executive Airline through an e-mail in which he informed the airline not to inform Zimbabwean immigration authorities about the trip.
Detectives, however, intercepted the information.
Mahmud was arrested while escorting the 11 Bangladesh nationals who had allegedly entered Zimbabwe without valid permits.
His accomplice Byuyaira who was driving the car escaped from the police and a manhunt has since been laun-ched.
