Copac dismisses concerns over UNDP document

The management committee of the constitution-making process has dismissed concerns raised by the Parliamentary Select Committee over a project document agreed on with the United Nations Development Programme outlining the funding criteria for the exercise.

Some members of the Select Committee had expressed reservations over the composition of the board to run the project and had said they would take the matter up with the leaders of the three main political parties.

They said the participation of three foreign donor representatives was against the national interest.

However, management committee co-chairperson Mr Elton Mangoma yesterday said they had reached a win-win deal with UNDP.

He said the management committee would sign the agreement early next week, paving the way for UNDP to release funding.

"Everything we have done regarding the UNDP deal is above board and we are expecting to sign the document early next week.

"The deal is a win-win situation and we have agreed almost on everything in the interest of the nation and our partners.

"We hope that we will achieve the best out of this deal," he said.

Mr Mangoma said the Select Committee’s objections were baseless because the organ took orders from them.

"The co-chairpersons of the Select Committee are also members of the management committee and if they have any reservations, they could have raised them during our meetings.

"Some of these matters are speculative issues by people who want to derail this process," he said.

The new project document comes after the management committee dismissed an earlier one signed by Constitutional Affairs Minister Eric Matinenga without their input.

Ironically, the management committee said that document undermined Zimbabwe’s sovereignty by giving foreigners direct influence over the final document.
