In a speech read on his behalf at the handover ceremony by his deputy, Mr Lutho Tapela, Higher and Tertiary Education Minister Stan Mudenge said Government was

committed to improving human capital through manpower planning and development.

“To that effect, Zimdef will continue to play a central role through funding the systematic development of human resources as they acquire cutting edge skills and knowledge in their respective economic spheres,” Minister Mudenge said.

He hailed the collaboration between Government and the private sector in developing skilled personnel for the industry.
Minister Mudenge said in pursuit of financing manpower development in the country,  the Manpower Planning and Development Act will provide for all registered companies to contribute a monthly training levy of one percent of their gross wage bill to the fund.
