Harare residents have criticised Harare City Council for increasing rates and disconnecting water without their knowledge. This followed recent water disconnections, especially in the western suburbs. Mr Garikai Mapako of Kuwadzana 3 said he used to pay $28 for water, but was surprised the figure had risen.

“When I heard about water disconnections I rushed to settle my water bill for two months, but was shocked when I was told that I had an outstanding debt of $68. That meant the bill had risen without the council even letting me know, that is unfair they should respect our rights as residents,” said Mr Mapako.

Another resident from Highfield who preferred anonymity said he also realised that his bill had risen over the past two months.

“My bill used to average $18 to $20 per month, but during the past two months my bill has been $32 yet I still use the same amount of water monthly. I do not understand how the council can increase the amount without my knowledge,” he fumed.

Harare corporate communications manager Mr Michael Chideme denied the allegations saying council did not raise the rates, but charges were dependent on the amount of water each household used.

“It is not true because whenever we raise the charges we let the residents know. The charges depend on the meter reading and the amount of water used per household,” he said.

Mr Chideme, however, admitted that there were some areas that had old meters that were giving wrong readings. He said they have since replaced them.

“We replaced old meters in Kuwadzana, so the new ones are now giving correct readings,” he said.

On water disconnections Mr Chideme said those that made payment plans should adhere to them or risk being disconnected.
