Harare City Council has issued 6 432 summons to residents over unpaid bills amounting to US$254 million.
The High Court has stopped municipalities from disconnecting water supplies to defaulters because water is a human right.City spokesman Mr Leslie Gwindi said those issued with summons must make payment arrangements to avoid losing their properties.

“Yes, we are issuing summons to defaulting residents. The Messenger of Court is going to deal with the matter on our behalf. We have referred some of the cases to our external lawyers,” he said.

The summons issued to date are valued at US$12,3 million. The 432 cases referred to lawyers are valued at US$13,5 million.

“We want all our residents to pay their bills so that we can be able to deliver services.  We are also disconnecting water supplies to defaulting ratepayers. We are rolling out the exercise across town,” he said.
