Govt to analyse Auditor General’s reports

Government is set to carry out a detailed analysis of the 2015 Auditor General’s Reports on Appropriation Accounts, State Enterprises and Parastatals and local authorities under the Strengthening Institutions of Transparency and Accountability (SITA) programme funded by the African Development Bank (AfDB). In the 2015 Auditor General’s Reports on Appropriation Accounts, State Enterprises and Parastatals, Auditor-General Ms Mildred Chiri highlighted a number of anomalies, bad corporate governance and mismanagement in the use of public funds and there have been concerns about apparent inaction over the raised matters.

Earlier in March the AfDB extended a $3 million grant to strengthen its watchdog role and help it make the Executive and other institutions dealing with public funds, more transparent and accountable.

And Government has said part of the funds will now go towards a detailed analysis of the 2015 Auditor General’s Reports, as well as enhancing the Parliamentary Accounts Committee’s capacity to analyse audit reports.

“The Government of the Republic of Zimbabwe has received financing from the African Development Bank toward the cost of Strengthening Institutions of Transparency and Accountability (SITA) . . . The services included under this project are to undertake a detailed analysis of the 2015 Auditor General’s Reports on Appropriation Accounts, State Enterprises and Parastatals and local authorities highlighting the materiality of the issues raised and possible recommendations by the Committee.

“To assess the current level of knowledge and skills of the trainees in the Parliamentary Accounts Committee and identify both the knowledge gaps and the expected skills trainees lack so the training content will be built based on those specific needs.

“Develop a Toolkit for the analysis of audit reports by the Parliamentary Accounts Committee.

“Facilitate a training for the Parliamentary Accounts Committee members in the analysis and review of audited accounts.

“Evaluate trainees performance and progress after the training, and facilitate the coming up of a Gantt chart which outlines the proposed activities by the Parliamentary Accounts Committee,” it said.

Parliament is currently seeking to engage consultancy firms to carry out the indicated services. – BH24.
