THE Zimbabwe Prisons and Correctional Services has potential to become self-sustainable and a leading correctional facility in the region, Justice, Legal and Parliamentary Affairs Minister Emmerson Mnangagwa has said.He said this in his speech at a ceremony at the Harare Central Prison to confer the ZPCS boss Retired Major-General Paradzai Zimondi with the badge of rank of Commissioner-General in line with the new Constitution.
Fadzai Mupure, Rhodes Moyo and Aggrey Machingauta were conferred with badges of Deputy Commissioner-General.
The conferment followed the elevation of Rtd Maj Gen Zimondi to the post of Comm-Gen and his three deputies to Deputy Comm-Gen by President Mugabe with effect from August last year in terms of the new Constitution and in line with the Prisons Act.
“I am aware that the Zimbabwe Prisons and Correctional Services has all the necessary human capital, land and opportunities for it to become a leading correctional service provider in the region and beyond, equipped with all these, there is nothing that can stop you to make the service something to be proud of,” he said.
Minister Mnangagwa challenged prisons to fully take advantage of the abundant resources and opportunities at its disposal to drive the service to greater heights.
“It remains to my expectation that the department must have all the modern instruments that will guarantee production and self sustenance in terms of feeding the prison population and contributing both to the national granary and enhancement of national security,” Minister Mnangagwa said.
He noted that the prison service could play its part and contribute to national security by undertaking successful rehabilitation programmes that empowered and encouraged offenders to live as productive and law abiding citizens upon their release from prison.
Rtd Maj Gen Zimondi said ZPCS was committed to coming up with innovative means to provide decent and habitable accommodation to staff and inmates through low cost housing and construction of cell blocks at prison farms to decongest urban prisons.
