The development of Zimbabwe’s internal HDR, which will focus on the issue of climate change in view of the El Nino-induced drought this year, comes on the back of the release of the United Nations World HDR 2015.

Government said it is essential for the country to have its own HDR document that will measure the country’s performance in view of the ZimAsset programme and other poverty reduction strategies.

The Human Development Index is central to measuring development as an alternative to GDP by measuring life expectancy, incomes per capita and literacy rate.

The 2015 report recognises the important role that “work” plays in enriching the economies and peoples’ lives with a human development perspective.

As such, the theme of the report is: “Work for Human Development”.

The process of developing the HDR involves the engagement of consultants to work closely with Government ministries and UN agencies. The appointment of consultants was expected to have been done this month.

Findings will be informed not only by data, but by the contributions and inputs of relevant stakeholders Validation of the draft report is expected by end of September.

The Human Development reports inform the funding decisions of donors, inform development partner programmes and help to identify capacity gaps in the implementation of existing strategies.

Launch and dissemination is expected end of October.

The consultative process involves national policymakers and key stakeholders coming together to brainstorm on possible themes. It entails a review of previous HDRs and their impact but also reviewing national strategies and policies.
